Electric scooters and generators

I believe that in most states, in order to operate a scooter or bicycle powered by a gasoline engine that you have to be at least 16 years old. But, to operate an electric scooter or bicycle the minimum age is lower.

What happens to the rules if you use an electric scooter or bicycle and somehow attach a gasoline powered generator. The Honda eu1000i is not all that heavy.

I have visions of kindergarteners on electric scooters towing a trailer for the generator in an attempt to skirt around the law.

I'm just thinking out loud.
