If both are turned fully off, the running one is probably broken and not fixable. There is a small possibility that it won't turn off because there is a small piece of crud stuck inside it, keeping it from closing. You could try to dislodge it by opening the valve all the way and using a garden hose to force water up through the valve and into the tank. But even if that works, it will probably happen again. Ideally, you would remove the valve and flush out the tank with a lot of water.

If these are multi-turn valves (as opposed to quarter-turn), you might be happier replacing them with quarter-turn lever-operated valves. Ball valves are best, but generally expensive and heavy for this function.

Really a general ?? What are they for? Right seems to drain hose water when connected. Drained brown water intially with hose water connected. Left one i have no idea what it drains. With garden hose conneted dont get any water at kitchen sink... didnt try bathroom. Manual i received with purchase very non detailed in many aspects... propane switch between two tanks says automatic but does not seem to work that way.

Here's a basic schematic of the water system. Since you're from CO, you will need to drain the water from your lines and water system, so the lines don't rupture during freezing temps. The left one would be for the fresh water tank.

Which switch are you referring to? There is a lever on the regulator on top of the tanks that lets you choose which tank to use first. When the first tank is empty, the regulator automatically switches to the second tank, although the lever does not move.
The propane switch in the kitchen, on the front of the sink, has nothing to do with switching tanks.

What is it failing to do for you?
