That would be the electric break away switch to activate the brakes on the tt in the event the tt becomes unhitched while traveling down the road...most hopefully that doesn't happen!! The blue wire carries the break signal.

Looks like it’s missing the “key plug” that hooks to your vehicle to activate the breaks if it becomes disconnected from your vehicle.
