So I discovered a number of interesting things.

1) I discovered my Tekonsha P3 Brake controller can test a lot of the things we are trying to test.
2) I read my brake controller wrong before. The number it displays is voltage not current. So when you slowly pull the switch it displays voltage from 0-13.4 volts.
3) The brake controller tests by itself for: open ground, Overload, Output Shorted, Power Loss and No Trailer connection.
4) There is a helpful diagnostic screen which lets me test: Battery voltage of TV, Voltage supplied from the stoplight switch, Output Voltage provided to the trailer brakes, finally the output Current provided to the brakes. I have uploaded pictures of the voltage and current readings with the brakes fully deployed.

It seems to me now everything should be in order, except I am not sure how to re-test the breakaway switch.

I will leave it in place. There is interesting information in the thread, potentially useful to other members. You have flagged and identified the misunderstanding (thanks for doing that), so there seems to be no real call for deletion.
