Oh my! You switched out a lower-amp rated circuit breaker for a 30-amp unit? Not to be a purist here, but if you did this, you lost the overload protection for the wires running from the breaker box to the garage outlet.
The purpose of a circuit breaker is to protect the wires running downstream from that breaker to the outlet - not to protect the device plugged in to the outlet. For that reason, wire size and circuit breaker size are always matched. You most likely have #14 wire on that run, protected by a 15-amp breaker. If you put a sustained load of more than 15 amps on that line, the 30-amp breaker won't pop, but the wire can overheat and, since it is buried in a wall, you won't notice it. Make sure your fire insurance is paid up.
I would strongly suggest that you put the original breaker back, and try your air conditioner with your new 12-gauge cord. It may work, especially since it did for the dealer. If it doesn't, an electrician can run a new circuit for you, using #10 wire and a 30-amp breaker, for a reasonable cost.
