The questions about the WDH are fairly common, but the answers can get lengthy. A bit of time with the Search tool, or just browsing through the Frame forum, will help quite a bit. As for the question of level, just put a carpenter's bubble level fore-and-aft on one of the two major frame members, up near the hitch. For hitch adjustment purposes, use a level that is at least 6 inches long, not one of the little tiny ones or a bullseye level. And of course you are looking for level after the spring bars have been lifted to the proper height and secured.
"Proper height". That's a whole 'nuther discussion.
