Default Dual vs. Single axle

Does it make a difference in towing between a 3124 with single axle and a 3326 with dual axle? Is the 3326 inherently more stable. Is less likely to sway? Is it’s stopping ability any better with brakes on four wheels instead of two or with more tire/road surface contact. Also is it safer if one tire should blow and is it less likely for a tire to blow if the weight is distributed between two tires?
