If you are not using a trailer light converter as Nick suggested, this is almost certainly a corrosion problem in the bulb socket, or a ground problem at the right-turn/brake light. Quick diagnostic? Pop the lens off the right-turn/brake light fixture. Remove the bulb (push-twist-pull), and look for corrosion either in the socket, or on the solder tip on bulb body. If you find any clean it off. Replace the bulb, and try it now.
No help? To diagnose the ground problem, turn on the blinker, and turn on the running lights. Get a piece of wire, something around a foot is manageable. Touch one end to the shell of the bulb, scratching it a little bit. Touch the other end to a known-good ground - the raw edge of the hole cut in the aluminum skin, or the tip of a screw that has been driven through the aluminum. If the bulb goes to something like full brilliance, you have found the problem.
