Default water heater electric problem- not the element

some time ago our water heater quit working on 110VAC. Works fine on gas. I just assumed it was the electric heating element. I ordered one a while ago. I finally had a chance to replace it. Well when I pulled it out it didn't look that bad other then calcium deposits. Put the ohm meter on it 15ohms! The new one showed about 11ohms. I went ahead and replaced it since i had one. Made sure the water tank was full then plugged the trailer into shore power and turned it on -- Nothing. Checked for power at the element (two screws) When I switch it on no ac power shows up?? checked and reset the breaker - again nothing. I dont see any fuses for that. Any suggestions? Something I'm missing? Thanks Curt

There is one other item to check - the 2 reset buttons (see thumbnail). Press each button to reset the thermostat limit. The left side is for 110 volt circuit and the right is for 12 volt circuit to the LP side of the water heater.
