Default Elongated pocket bolt holes

So it seems these holes are elongating and getting worse. Does anyone know what I need to to to fix this issue before worse damage occurs?

When I've encountered this in the past, I've supported the shell with a floor jack, removed the bolt, added in a fender washer big enough to cover the elongated hole, and then replaced the bolt. This just prevents the hole from pulling through the skin, but I'm not sure what causes the problem. Notably, I've only had it occur on the front shell, never on the back.

Just curious. Would adding a wooden dowel with a whole drilled for the new bolt help prevent more movement and damage? Sandwiched between the two washers?

It's never happened to me but I've seen this posted before. I think it has to do with the pocket stop.
