Default Exterior of 3023 above city water connection

What is the function of the water connector that is above the "city water connector" on a 1999 3023?

Question #2 is the manufacture date of this tire 29th week 2003?

I have attempted to attach two photos.

Mods: Kumho 875 205/R14s, Shower curtain & Oxygenics, Sewer hose stow, Prop reg on top, (2) Trojan 27TMs w/1+2 switch, Marinco A/C plug, RVS backup cam, Honda EU2000i & companion w/extended run tank.

That's what I was afraid of. The previous owner told me:
"I want to say that the tires are pretty new... I believe we replaced them about 2 years ago... and there is not much wear on them... and at the same time we had them do the bearings..."

Obviously he lied about that, probably also about the bearings. FYI the spare, which looks pristine has a mark of 298 which I now assume means 29th week of 1998, which probably means that it is one of the tires put on the trailer when the trailer was produced.

FWIW, tires can be kept in inventory for long periods of time if there is low demand. I would still check the bearings to be sure. Many dealers will put on old tires if the buyer is not aware of the build codes, because the dealers insist a five or six year old "new" tire is safe. Your previous trailer owner may or may not be telling the truth, though that does not help you much.

Insist on seeing the new tires you will be buying.
