Dave, although expensive, but using TWO biker racks (A frame mounted and trailer hitch mounted) has an advantage.
Bikes on the A frame add a lot to the tongue weight, and the TM is already tongue heavy. A WDH become more necessary in this case, but may not be easily mounted with the A frame rack.
Bikes on the rear end up removing tongue weight, increasing the risk of sway, reducing traction of the rear wheels of the tow vehicle.
Having one of each more evenly distributes the weight which could be a distinct advantage. This might be something for me to consider, having 4 bikes. If you have just two bikes, I'm sure either method would work just fine safely.
