Fresh water tank is filling when connected to city water

Been on an extended trip sine first of March. I recently hooked up tp city water and noticed the overflow of the fresh water was dripping after a day. I looked and the freshwater tank is full. It was empty when I hooked to city water. Anyone have any idea why this would happen?
