Default T&P valve not working

Have an older ‘98 Trailmanor and are using it for the first time. Had it inspected and water heater worked fine during inspection. Hooked up the water at the campsite with a water regulator and water is flowing out of the T&P valve. It will not seal. Tried flushing out minerals to see if it would seal. Any other suggestions or should I just flush out and replace when I get home. Also what is the best procedure for flushing out with vinegar?

It is not an uncommon problem. That valve should never be manually activated. Thankfully, they are not expensive to replace.

Those valves are pretty much a "Self destruct valve". Whether they blow of from over-heating or someone lifts that lever, they commonly leak after that and often must be replaced. They have a very thin rubber seal that seals the pop-off valve. That seal gets clogged with hard water minerals. As long as the valve is not activated, that seal will hold but once that valve opens, it just won't close.
