The knob at the end of the tap is the part that unscrews and houses the aerator screen. It might need gentle persuasion using a pair of channel locks. Place a rubberized jar opener between the knob and channel locks. Sometimes a slight tightening before reversing is enough to dislodge the aerator housing.

Thanks commodor47 - that was the problem. The aerator was screwed on so tight, but we got them off with some pliers wrapped in tape. There was some white funk stuck in the aerator and once removed, the faucet is working like new!
