Default Sink Faucet Repair

A leak appeared at the base of our sink faucet. After removing the faucet, I find that around the nipple coming from the base of the faucet are two "O" rings, a black one of rubber and a white one of some type of hard plastic. The hard white one is broken preventing a complete seal. Am I likely to be able to replace just this hard "O" ring or am I going to have to replace the entire faucet assembly? If I have to replace the whole thing, do I have to remove the water heater to do it?

I sure do value and appreciate all the TM expertise out there.
