Larry - this is a complete wild guess - but do you think the arm is too long? Like if you shortened it, by lowering it onto the torsion rod, would it be able to swing all the way down in the closed position then, so that it is level with the bottom of the upper shell?
There is a screw/bolt inside the pocket stop too - it would be at the top of the support arm when it is in the raised (vertical) position. I've read somewhere that it is to adjust the amount the arm swings open (fully vertical, shy of vertical, beyond vertical). Maybe it does more than that, in that perhaps it would lengthen/shorten the arm?
Hopefully someone here has more info/experience with this issue. But thought I'd throw a couple of thoughts out there.
