Default Water heater not igniting

We have a 1999 3023, and when I tried to light the water heater the reset button lights up quickly. I turned off the water heater button, waited 10 seconds (or longer) and turned it on again. This happened several times before I gave up. When consulting my very old manual, it said to check the reset button on the back of the water heater (ECO). It did not seem to move when pressed which I would assume means it didn't trip. I definitely have propane because the fridge lights. Any thoughts as to what to try now? I did take the cover off the ECO and it all looked OK, but I am not too savy with electrical issues. Any advice would be appreciated
