Annie -

I agree that 25 inches sounds kind of high. As I suggested in your other thread on the same topic ("Opinions, please"), you should expect something more like 19 inches from the ground to the top of the ball. This will change a bit when you find out how much the rear of the truck sags when you drop the hitch onto the ball, and a bit more if you add a lot of weight to the back of the truck. I would not expect much sag on a full-size pickup, but as Wavery said, you will have to level YOUR trailer and measure.

Just FYI, my F-150 has an unloaded ball height of 20 inches.
