I have no idea if you can flip the axle, but since it is probably welded on, it sounds like a pain.
If you would like to get more clearance under the body of the trailer, keeping the axle as it is now, look around this Forum (Frame sub-forum) looking for posts on LIFT KIT. This is a reasonably simple way to lift the trailer body 3 inches above the axle.
