I actually think it might not be. It seems pretty thin and might flex with the torque of the bikes bouncing up and down going down the road. The comment about the Yakima bike rack breaking will give you some idea of the forces going on. My bike receiver is a factory piece that bolts to the frame. It's a much heavier piece of metal. I'm not expert on this, but maybe some others with experience can chime in on this.
