The "dry weight" spec on the TM website is the total weight of the TM; the tongue weight represents the portion of the dry weight that rests on the ball.
Of course, once you load your TM with options, water, food, clothes, etc., many folks here have reported the total weight of their 2720SL being around 3500+ lbs.
