You're not expecting to see standing water in the bottom of the toilet bowl, as in your home toilet, are you? The recirc toilet doesn't work that way. As you try to fill the toilet, how fast does the water drain through? As fast as you put it in? Or slowly, over some period of time?

If it is leaking at the base, meaning water comes out on the floor, then Wavery is probably right - the slide seal is leaking, and may need to be replaced. This assembly is called the Slide E-Z valve. It can be purchased as a kit, and is easy to replace once you have lifted the toilet off the floor. There is an article in the TM Tech Library detailing how to do this.

If the outside dump valve is closed, and the big drain pipe below the floor fills up due to the leaky Slide E-Z valve, and if the water level rises to the point where it has reached the Slide E-Z valve, then the seal between the toilet outlet and the drain pipe, usually called the foam donut, may also be leaking. If so, it also needs to be replaced. It is unlikely that this is the direct cause of the problem, but a new one costs only a couple bucks, and is worth putting in place once you have access to it.
