Default In California, the official Speed Limit when towing is only 55 MPH.

It's posted at at all entry points, and officially on the books - but ignored by everyone. (Go that slow on an "open" freeway in CA, and you're behaving as a bit of a problem). But I do stay below 63 MPH in California. In other States, if the Interstate roadways are really smooth - I add a bit of extra tire pressure and then go 70 MPH. (Posted in rural locations is usually 75 MPH.)

To be precise, I'm admitting to 70, and never more.
