To ensure that the tank is full, no need to run water through every faucet. Any one will do. I usually use the kitchen sink faucet because it is handy. When it stops spurting air, I know that the water heater tank is full of water, and the pipe from the tank up to the faucet is full, too. Of course, the pipes to all the other faucets still have air in them, so they will spurt for a moment or two when you turn them on. But knowing that the tank is full, that is OK. Go ahead and switch on the heater.
