Nope it just lets the contents in the toilet fall down into the plumbing to make a little extra room. Don’t do this to start or else you’ll have to just fill the pipe with water in order to charge the toilet so it will flush. Use the toilet a bit and when it gets towards full, pull the inside valve. It won’t empty the toilet just kinda move stuff down a bit.
