When we pack the frig, we always leave some "breathing room" between the freezer at the top and the things on the bottom, otherwise the cool air won't be able to circulate to the items on the bottom. The fan should help too.

Is the musty smell coming from the hot water? You may want to sanitize the tank and the water heater.
