You are right. I see the part number on the body in your photo.
Pull elbows are generally intended for use with conduit, not cable, and the ends include a weather seal. In yours, when the elbow was cut off, it took the weather seal with it, which is why it was filled with water. Beyond that, my guess is that the damage to the cable shown in your earlier photo was caused by pulling a cable through a fixture meant for conduit. If the installer had simply enlarged the hole in the wall a bit, he could have poked the elbow through it, and all would be well. Or he could have chosen a better fitting.
I'll check to see how my TM is built, but I wouldn't suggest duplicating what you have.
