I doubt UPS or FEDEX would NOT allow a used non-purged tank to be shipped. They have to be safe or they can't ship. So, yes I do trust the tank will be empty and ready for servicing.
I've had to ship hazardous items when I worked, and if you don't have all the required paperwork, reputable shippers will not accept the item.
