Paint on formica doesn't work well. It scratches easily because the paint doesn't adhere well.

The best solution is to re-laminate the top. If you really want to try paint, I'd suggest a light coat of "shellac primer" first. Let that set up for about an hour then prime with "123 Primer". Let that set until the tacky is gone before painting. Shellac primer is not waterproof but it adheres stronger than acrylic primer, which is waterproof and adheres well to the shellac primer.
