Most vehicles have two specs for allowable tongue weight. One is called "weight-carrying". The other number, which is larger than the first, is called "weight distributing". As you might guess, the second number applies when you are using a weight-distributing hitch.
And you are right. Do not move weight to the rear of the TM in an attempt to reduce tongue weight. Sway is a terrible thing.
