Regarding the OP, I doubt there is any easy way to fix a low spot in the outer skin. But what you can do is clean all the existing calk around those vents as well as the center seam and every other crack you find in that area. Then reseal it all with a liberal amount of a very sticky type of clear waterproof roofing adhesive/sealant. Don't use the typical kitchen bathroom silicone calk. It does not adhere to the metal and wood well enough to last. There are some brands mentioned in past threads, but I don't recall the names. It needs to be a type of strong clear adhesive that will NOT come off your fingers using only soap and water.

Something like a roofing company would use to help attach and seal metal flashing around a chimney or vent pipes on a house.
