Bill and I agree that the fuse is a suspect - but I recommend a circuit breaker.

It also constitutes a battery disconnect device.
You also need to verify that the White wire from Battery "-" (on the smaller battery) is firmly connected to the frame and the connecting lug is absolutely tight. Failure of the 12V "grounding" connection will also make battery power unavailable.
