The way I do it--

With hitch unloaded, I Choose my link setting by putting a piece of masking tape on my TV fenders above each axle. Then measure and mark the masking tape at a point that is the same distance from the ground above each wheel. Using these marks as a reference, load the hitch with different link settings and re-measure each time to see how much settle I get. The ideal is equal settle front and rear but if not possible then keep slightly more settle in the rear.
