Okay, you saw the battery. Was it in the same location as that vent?

If so, it should have been connected directly to the battery box.

If not, that vent appears to be something different. Based on your previous answer, it seems to be unrelated to the battery.

It is possible that some one at the factory accidentally made a hole for the battery, then blocked it off. Or, a previous owner moved the battery to a new location. Many owners move the battery to the tongue for easier maintenance.

(I have left mine where it is, but remove it and store it in my garage over the winter.)

EDIT:
As I checked several images of the 3023, I realize that that vent is in the "interior" storage side. That hole is very nicely cut, but I also don't see any images even online that show a vent in that location. This leads me to think the hole may have been drilled by accident at the factory. If that was an aftermarket drilled hole, some one took great care to do a neat job. Even a hole saw wouldn't have made such a neat hole.
