Sounds like you have a bad floor seal/wax ring (note this is not the same wax ring you’d use on a toilet at home). If it happens when the slide valve at the bottom is closed, then you probably need new seals for the slide valve as well. Last, the toilet shouldn’t move. Are both the white clips in place? Is the flange secure to the floor? Pretty much all of this will require pulling the toilet. Also note that parts are getting scarce as Thetford has discontinued this toilet.
