I have had a similar leak with the curb side bedroom window of our unit. Our TM dealer reported similar problems. Even though water flows out of the weep holes, if the track is dirty, the water will not escape quick enough to prevent it from over flowing inside. That track is not easy to access and clean. The best advice I received is to use a butter knife to clean the track. A small pipe cleaner may also work or a very small test tube brush.

Given the volume of water that gets directed onto the outside of the window when using a water hose I am not surprised you had water infiltration. Perhaps street side to curb side leveling also has something to do with the water infiltration when raining?
