I think it is designed run the fan constantly. After all, in order to know when cooling is needed, the unit needs to know the temperature of the air in the room. The only way it can determine room air temp is to be exposed to room air - in other words, it has to blow some room air across the thermostat, which is inside the housing. Otherwise, it is simply sensing the pool of air trapped inside the air conditioner, which is probably not at room temp.
