maybe I'm seeing your math different... but that would be 1.7 difference per tire. if your measuring the space between the tandem axles tires at 2.8. but both tires would be a larger diameter not just the one. 1.7 x 2 = 3.4 for the total diameter difference of 14in tires vs 15in tires. No?
