I suspect the switch is corroded. And the problem is made even worse when the bulbs are LEDs. Since they take far less power, and thus current, than incandescent bulb, it doesn't take much resistance (from corrosion) to prevent them from coming on.

You could try some aerosol contact cleaner in the switch.
