Take it one step at a time. First try to get past the driveway access problem.
Although getting a lift kit installed and putting on 15inch tires is a good thing to do, you (I assume the HOA forces you to put it inside the garage) should first make sure that doing that is not going to keep you from being able to get the TM inside your garage. If the added height(of the lift kit & 15inch tires) is not a problem then consider doing it for sure.
