On our TM, there are sheet metal screws along the perimeter of the skirt. They screw into holes along the perimeter of the wheel well. There is wood right there framing the wheel well, and so the screw may or may not sink into the wood depending on how snug the wheel well fits into the hole cut into the floor.

Our TM, being an older model, has rectangular shaped wheel wells. Newer models have curved wheel wells that follow the contour of the wheel. I presume those skirts are attached as Billy / mcygyver210 describes in the above post.
