In Battle Born lithium batteries anyway, their cold weather circuit protection is designed such that the batteries cannot be charged once the temperature falls to 25 F, but then charging won't resume again till the temperature rises to 32 F.

Discharge can still happen though till the temperature drops to -4 F (yes, that's sub-zero).

They do make a version of their batteries now with built-in heaters to circumvent either issue.
