As for swinging the hitch - if the removable pin is on the wrong side, I'm sure any metalworking shop or welding shop could pound the fixed pin out, and then drill/ream/grind the holes just enough that the pin can slide through it. Don't make the new holes any bigger than necessary! If the pins on both sides are loose - if, for example, you went 1/4 inch oversize - the assembly will have a tendency to flex and pound as you drive over roughness in the road, which will not have a good long-term result. The amount of oversize should be thousandths.
