Default Water heater on electric?

I can't seem to make my water heater function on electric (30 amp). I have the switch in the on position, turned off power to propane, but no go. Is this a common problem? I'm thinking I might look at the element, but haven't gotten there yet. Any suggestions?

Sounds to me like you have burned out the electric element. It happens if you apply power to the water heater when it is empty - i.e., no water in the tank. And it happens very quickly. Fortunately a new element is not expensive, and is easy to install, although you will need to buy a special wrench. Take a look at this article in the TM Technical Library for a lot of info on how to do this.

If your TM is more than 3 or 4 years old, you might want to replace the anode rod at the same time. The process is similar to replacing the heating element, although the wrench is a different size.

Incidentally, if you are a new owner, you will find a lot of good information in the Technical Library. It is worth at least scanning down through the titles.
