Default Nev-R-Adjust Brakes Never Did

I installed Nev-R-Adjust brakes in 2015. They seem to have less braking power now than when they were installed. I have been unsatisfied/concerned with braking, and went under the trailer today to see if I could manually adjust the brakes.

The instructions for the initial adjustment upon installation say to adjust the brake until resistance is felt, and then back off a few turns.

Before adjustment, the wheels spun freely, with no evidence of brake contact. I was able to adjust the street-side wheel so that there was some resistance, but this took a lot of turns. It doesn't look as if that brake ever self-adjusted.

On the sidewalk-side wheel, the pawl was not making contact with the star wheel, and it might be that the entire adjuster is positioned farther from the access hole than it should be. I could not get the adjuster to reliably cause friction on the brake. I'm going to have to take off that wheel to see what's wrong - messy job - and replace the seals when I'm done.
