First, it sounds like your TM needs a tune-up. If you are parked level, the two sides should be equal. There are instructions to do these adjustments yourself on this site, but I don't have the links handy at the moment.

Also, some have gotten away with leveling using the stabilizer jacks only. But, if you have to do a lot of leveling with the jacks, the metal frame of the trailer will flex causing the center of the trailer to be slightly lower than the ends. It is far better to get the trailer level side-to-side at the wheels first, then balance it level end-to-end after.

The torsion bars to weaken over time and may need adjustment. This could be a reason why the shells are not rising equally. You may need new torsion bars if they are adjusted to the max. This is the case for me.
