Hmmm... if the requirement is not to see the trailer, and you cover is, then the trailer can't be seen. Right? You are seeing the cover now instead of the trailer.

both trailers were visible from the street (or at least a portion of them -the AC unit was/is). It was a gamble I had taken for 11 years, and one I've now (probably) lost.
I am going to assume that the obvious idea of a taller fence is not an option for some reason or another. Perhaps something decorative, that flips up and locks in place, mounted on either side of the fence (whichever side works better for the swing out required when you flip it up), which then hides the offending a/c unit from the street view?
Or perhaps a decorative banner of some sort (like a canvas painted with a horizon trellis and flowers), that you can string up above the fence, which will then hide the offending a/c unit.
Or even a HF camouflage tarp over the AC unit. I have the same HOA restriction but have approval sice it is not really visible from the street (unless in "mobile guest room" mode.

Is yours in the garage? Also, yours is the 2720 which can fit in a garage. His is a 3124, a little harder to hide.
If visibility is the only issue, can the AC unit be removed and reinstalled for vacations? This would be a pain, because the hole would have to be sealed in some way during storage.
No mine is outside in the back yard in what I call the grotto. BTW 3124 is longer than my 2720 but not taller or wider. I sent the photos to the HOA and they said it was OK. What was harder was the 2000 sq ft of garage with doors for six cars in a middle class development (not gated) with sidewalks. Of course now it is PC to be a gearhead.

Clever. I do know that some of these local bylaws are only enforced after a complaint. Given that my neighbor once complained to the city about my kids toys in the backyard (plastic play house, bikes, etc), I know that I have to follow the bylaws to the letter. I'm allowed up to 21', so I made sure I got the 2720.
I wish Gonzo the best of luck. I guess it depends on how flexible the HoA is.
Tis is why I ran it by the HOA first. Once I had their approval letter it was cast in stone. Don't think I've ever had a complaint though but having the approval on file avoids any knee-jerk response they can't back down from.
Also note that the TM is not sitting on the ground but on a 10x25' (a 2922SD would be nice) concrete pad and on 18x18 1" pavers to make sure the tires never sit in a puddle.. I tend to plan for decades in the future. Have another 8x20' pad on the other side of the house if I need to park a car outside temporarily.
Really do not have a bucket list, have almost everything I ever wanted and an endless set of projects.

Since you are in the Valley of the Sun, when you say "fence" you are probably referring to a block fence. Ask the HOA for permission to add another course of block, painting it to match the courses of block below. In my experience, it is quite common to raise the fence height, for any number of reasons. As long as the color matches, they should have no problem with that. Especially if you smarm them up a little bit. Assure them that you love the community, admire the way that they have kept the standards up, you certainly want to maintain and even improve property values, you understand the importance of the CC&Rs in doing so, and so forth. Whatever you do, don't fight them or argue with them.
Worked for me in my part of the Valley.
