Unless Chris steps in with a correction, my experience with boards on this software is that's a per-user allotment that does not have any time-dependent (like annual) increases. Depending on how much space is being leased on the server for this site and how many users are registered, Chris may be able to bump up the per-user allotment rather substantially. For instance, the TundraSolutions.com website (where I also am a moderator) uses the same forum software but allows each user 20MB for pictures.
If the current allotment becomes too constraining, you might want to start a thread in the Board Suggestions forum about increasing the per-user allotment.
