That's what I used to do to my classic car and race car frames. Not sure I'd put that much effort into my trailer frame....
If you sandblast, It's best to lay on a coat of good quality metal primer the minute that you are done sandblasting. We used to do it while the metal was hot.
NEVER, let it set over-night without primer. If you do, you are back to square 1.
Rustoleum makes a pretty decent primer that doesn't require removing 100% of the rust. Again, I would spray it, if it were me.
